Constitution
1 Name
The name of the association is "Home Safety Scotland" (hereinafter called the Group). The Group shall be allied to the Royal Society for the Prevention of Accidents (hereinafter referred to as RoSPA).
2 Area To Be Included The area of the operation of the Group shall be Scotland.
3 Aims and Objectives To provide a forum for the exchange of information and ideas for officers working in the field of Home Safety and to undertake specific campaigns/projects to highlight public awareness of Home Safety.
4 General Policy In carrying out its aims and objectives, the Group shall have regard to the policies of the Authorities, of its constituent members and RoSPA.
5 Membership Membership of the Group shall be open to any officer with a part or full time remit for Home Safety and any other person who the Group, by consent believes could make a valid contribution to its forum. If a member misses two consecutive meetings without sending apologies for absence, then the member's organisation will be informed and asked whether representation is still wished.
6 Officers The officers of the Group shall consist of a Chair, Honorary Secretary, Honorary Treasurer and Publicity Officer.
Auditor
Where tangable assets of the Group exist, two members of the Group will be nominated at the last Group meeting before the AGM to audit the accounts and produce a balance sheet and financial statement of the Group's financial dealings throughout the previous year, for presentation at the AGM.
7 Members Meetings a) Annual General Meeting The Group shall hold an Annual General Meeting at least once every year. The business of the AGM shall be the election of the office bearers and consideration of the accounts. The AGM shall be at the end of the calendar year.
b) Notice of General Meetings Notice of General Meetings shall be given by posting the same to the address of each member shown in the register at least fourteen days before the meeting. Such notice shall specify the time and place of the meeting, and the business proposed to be transacted at the meeting, including any resolutions proposed to be put to the meeting.
c) Chair The Chair shall preside at General Meetings and in his or her absence, the members present may choose one of their numbers to preside.
d) Co-option Members may be co-opted for the duration of specific projects.
8 The Group a) FunctionsThe Group will act as a Committee until such time as membership increases to such numbers as may require Committee representatives to be elected from the Group. The Group may delegate any of its powers to a Sub-Committee or Sub-Committees and on such terms as it thinks fit.
b) Composition The Group shall consist of a Chair, an Honorary Secretary, Honorary Treasurer and Publicity Officer who will be elected at the AGM, and ordinary members. The elected members shall hold office from election until the next AGM and shall be eligible for re-election.
c) Meetings The Group shall meet at least five times per year between Annual General Meetings, or as business directs.
9 Dissolution The Group may be dissolved by a resolution passed at an AGM by a majority of not less than two-thirds of those present and voting thereon with powers from Members own authorities.
On the dissolution of the Group, any tangable assets of recognisable origin, including financial donations, will be returned to source. Otherwise such assets will be shared between the Authorities/Councils represented on the Group at the time of dissolution, in equal proportions, unless a proposal is put forward by one or more members of the Group and unanimously accepted by every member of the Group that such assets be donated to a specific charitable institution, whereby they will be used for the furtherance of the Promotions of Home Safety and Home Accident Prevention.
10 Alterations to Constitution Any alteration to the content or terms of the Constitution shall be made only by providing written notice of the proposed alteration to the Honorary Secretary a minimum of 28 days before the AGM, and in the hands of the members 14 days before the AGM. Alterations to the Constitution may only be adopted at the AGM and require support by the majority of the members present.
The Group shall make Standing Orders as it may from time to time, decide at any meeting.
